Introduction to Info Source
Info Source: Sources of Federal Government and Employee Information provides information about the functions, programs, activities and related information holdings of government institutions subject to the Access to Information Act and the Privacy Act. It provides individuals and employees of the government (current and former) with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.
The Introduction and an index of institutions subject to the Access to Information Act and the Privacy Act are available centrally.
The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.
Background
The National Battlefields Commission (NBC) derives its mandate and powers from a 1908 Act of the Parliament of Canada, the Act respecting The National Battlefields at Quebec, 7-8 Edward VII, ch. 57, and its amendments.
Administratively, the Commission is designated as a departmental corporation and is listed in Schedule II of the Financial Administration Act. The Commission reports to Parliament through the Minister of Canadian Heritage.
Responsibilities
The role of the National Battlefields Commission is to make the great historical battlefields in Quebec City a national park numbered among the most prestigious parks in the world where the use of historic park in a urban setting is balanced and safe and where the awareness of the assets of the area, as well as its history and the history of the country, is assured. The NBC is responsible for the acquisition, administration, governance and development of the battlefields and for managing the funds allocated to them.
The National Battlefields Commission administers the Battlefields Park, including the Plains of Abraham (98 hectares in area), which commemorates the historic battle of 1759, and Des Braves Park (5 hectares in area), which marks the battle of 1760. Apart from these two parks, three major thoroughfares come within the Commission's jurisdiction, namely Des Braves Avenue, De Laune Avenue and De Bernières Avenue. The Commission also operates Pierre Dugua de Mons Terrace, east of the Citadel, and manages Martello Towers #1, #2 and #4, the Plains of Abraham Museum and the Louis S. St. Laurent Heritage House.

Conservation and development
The National Battlefields Commission preserves the legacy of the Battlefields Park for future generations. To do so, the NBC maintains and makes improvements to infrastructure, sports and recreation facilities, and the horticultural landscape when required, and offers a protected site for all Canadian and foreign users and visitors.
Horticulture and Arboriculture Services
Description : Includes records relating to horticultural and arboricultural activities at National Battlefields sites, required to protect the plant cover, preserve the rural character and distinctiveness of the Battlefields Park, conserve natural areas, pursue the development of specific areas in order to meet current needs and ensure the beautification of certain sectors of the Park so that they remain attractive and aesthetically pleasing. The records include information relating to Battlefields Park’s natural resources, trees, wildlife and flowers, as well as to environmental protection, the elimination of pesticides, reforestation, beautification projects and horticultural and arboricultural activities.

Donations and contributions – Bank Number : NBC PPU 002
Description : This bank describes information about individuals who have made a monetary donation to the National Battlefields Commission under the Battlefields Park commemorative donations program (tree or park bench) or who have made a monetary contribution for conservation or enhancement of the park. Personal information may include name, contact information of donors and contributors, and financial information related to the monetary donations and contributions.
Class of Individuals : Individuals who have made monetary donations or contributions to the National Battlefields Commission.
Purpose : Information is collected under the Act respecting the National Battlefields at Quebec 1908, 7-8 Edward VII, c. 57, promulgated on March 17, 1908, and amendments, and is used to maintain financial information related to the issuing of tax receipts. Information is also used to record information on commemorative donations and monetary contributions for conservation or enhancement of the park.
Consistent Uses : Pursuant to the Income Tax Act, the information may be used to support annual income tax returns. The information may also be used or disclosed for the purposes of program evaluation reporting to senior management.
Retention and Disposal Standards : Records are retained for ten years and then destroyed.

Maintenance Services
Description : Includes records relating to National Battlefields site maintenance, required to ensure a safe and stable environment, minimize the effects of wear and tear and deterioration and reduce and prevent damage. The records include information on grounds keeping, the maintenance of roads, sidewalks, underground infrastructure (sewers, waterworks, etc.), buildings, equipment, park furnishings (benches, tables, street lamps, etc.) and various services (sanitary facilities, image, etc.), as well as construction, modification, repair and maintenance projects involving carpentry, painting, welding, mechanics, masonry, housekeeping and general maintenance.

Security Services
Description : Includes records relating to legislation and the application of the Act on National Battlefields Commission sites, for the purpose of ensuring the security and monitoring of these sites and the buildings located thereon. The records include information relating to the National Battlefields Park By-Law, the delegation of authority to Park security officers, the security of facilities and buildings, traffic and parking, requests to other police forces for assistance and various types of intervention, agreement with Quebec City and its security service, and complaints and accusations brought by the Commission before various courts of law.

Description : Includes records related to the procurement and supply of goods, supplies and services, as well as material management, required to ensure the operations of the various National Battlefields Commission services, the preservation and showcasing of the Commission’s sites, and its public services. The records include information regarding the procurement, storage, distributions, maintenance and disposal of National Battlefields Commission equipment and supplies.

Public Education and Services
The National Battlefields Commission showcases the history of the site and its cultural, recreational and natural treasures so as to emphasize its dual role as a historical and a city park. To do so, the NBC welcomes visitors, puts on exhibits, educational activities and cultural events, and provides quality public services.
Cultural and Heritage Production Service
Description : Includes records relating to permanent, seasonal and special activities, to events organized by the National Battlefields Commission to promote its history and the history and amenities of the Battlefields Park, and to the provision of high-quality activities and services. The records include information about visitor reception, educational programs, exhibitions, entertainment, guided tours, shows, promotional and advertising activities, the dissemination of information via various media, information and interpretive charts, and the gift shop where promotional items are sold.

Communications services involve activities undertaken to ensure that Government of Canada communications are effectively managed, well coordinated and responsive to the diverse information needs of the public. The communications management function ensures that the public—internal or external—receives government information, and that the views and concerns of the public are taken into account in the planning, management and evaluation of policies, programs, services and initiatives.

Financial management services involve activities undertaken to ensure the prudent use of public resources, including planning, budgeting, accounting, reporting, control and oversight, analysis, decision support and advice, and financial systems.

Human resources management services involve activities undertaken for determining strategic direction, allocating resources among services and processes, as well as activities relating to analyzing exposure to risk and determining appropriate countermeasures. They ensure that the service operations and programs of the federal government comply with applicable laws, regulations, policies and plans.

3. Classes of Personal Information
In the exercise of its mandate, the National Battlefields Commission enters into its records certain kinds of personal information which do not appear in the personal information files to which this directory applies. Such information is kept in the appropriate files and classified by subject. It is not traceable by name or by any other identifier unique to the individual. To retrieve personal information in these categories, the Commission needs to know the subject in question and the date when the document was produced.
The personal information contained in these subject files is retained for the same period of time as the related subject information and is disposed of according to the appropriate subject records schedules.
